BACKGROUND

The International Catholic Migration Commission (ICMC) is an international operating non-governmental organisation serving and protecting uprooted people – refugees, internally displaced persons and migrants – regardless of faith, race, ethnicity or nationality. ICMC advocates for rights-based policies and durable solutions directly and through a worldwide network of member bishops conferences, and alongside government and non-governmental partners.

ICMC has been awarded a grant from the U.S. Department of State’s Bureau of Population, Refugees, and Migration to conduct, through local implementing partners, a series of activities focused on prevention and reduction of gender-based violence (GBV) within the Burmese urban refugee community in Kuala Lumpur, the Klang Valley and Penang. The components of the project include: capacity building and awareness raising amongst local Burmese refugee organizations to combat GBV; formation of a Refugee Women’s Protection Corps to serve as front-line trainers and peer counselors for adults and children in refugee communities; provision of increased shelter capacity and emergency health care for GBV victims, including children; and the provision of mini grants to refugee communities for community-oriented solutions for GBV issues to better serve GBV survivors.

JOB PURPOSE

The Finance and Administration Coordinator will be responsible for all the finance, administration related tasks and project support for the country office in Kuala Lumpur and sub-office in Penang. S/he will provide technical assistance to all project partners, beneficiaries and stakeholders on financial matters pertaining to projects. The FAC is also responsible to develop and manage the operations of ICMC’s country office with high-level of administrative, and project support.

Finance

Responsible for all financial and accounting operations of the ICMC country office and Penang sub-office;Recording incoming funds from Operations in Geneva;Recording and making payments and disbarments to project partners, vendors and stakeholders;Maintaining cash account and cash management;Prepare financial plans, budgets, cash projection requests, and forecasts; record and monitor expenses;Processing country staff payroll and volunteer stipends;Reconciling monthly accounts and expenditure’Providing technical support to project partners, beneficiaries and stakeholders on financial matters pertaining to projects;Preparing accurate and timely month financial statements;Monitoring and assisting the implementation of the financial component of ICMC GBV Mini Grants;

Administration

Developing and managing the day-to-day operations of ICMC’s country office, including but not limited to high-level administrative and project support, financial reporting, human resources, IT & facilities management;Develop procedures to manage the office’s administrative, financial, IT and human resource functions;Liaise with UNHCR administrative and operations on all matters related to day-to-day operations of ICMC office, including office administrative services contracts and all other contracts and service invoices;Provide technical assistance to project partners in the preparation of financial and administrative reports;Oversee logistics planning for training events and meetings, including securing venue, catering and other logistical matters;Conduct regular inventory and purchasing of office stationery and supplies, training materials;Prepare meeting agendas, background documents and minutes for internal and external meetings;Maintain office calendar for staffManage the filing, storage and security of documents; prepare, receive and file correspondences;Coordinate with external partners and contractors providing operating support to the ICMC country team;Handle staff travel arrangements as required, andPerform any other tasks as required and assigned by the Program Manager.Qualifications and Key competenciesBachelor’s degree in accounting, business, public administration or related field.Minimum of 3 years’ experience in private, public, or non-profit day-to-day operations management.Demonstrated successful experience in bookkeeping and accounting, financial reporting, administration, human resources, IT and facilities management.Experience in preparing budgets, analyzing overheads and monitoring project budget.Strong organizational skills.Experience with Microsoft Excel, Word and Power Point. Additional experience with Navision accounting software is a plus.Strong attention to detail and exceptional ability for follow-through.Excellent written and verbal communication skills.Ability to work well in a team environment, manage multiple assignments, prioritize work, and meet deadlines.Ability to work effectively with minimal supervision and few established protocolsAbility to take initiative on finding new donors and leading proposal efforts.Knowledge and understanding of relevant laws, regulations, codes, guidelines and administrative best practices related to basic office and non-profit management will be considered an asset.How to apply:
